I am directed by the Comptroller and Auditor General to transmit to you, for the consideration of the Secretary of State, two letters received from Mr Nicolle, the Local Auditor at Hong Kong (in original, to be returned) dated respectively 20th and 25th April last, the latter forwarding the copy of a Minute from the Officer Administer- ing the Government on the subject of the Statement of Assets and Liabilities of the Colony on 31st December, 1893 and the method of recording gain or loss by Exchange in the accounts.
2. I am also to transmit the draft of a letter which Sir Charles Ryan proposes, should the Secretary of State concur, to address to the Governor on the subjects referred to.
3. As Sir George O'Brien has expressed a wish for an early settlement of the question under consideration the Comptroller and Auditor General will be glad to be informed of Lord Ripon's decision as soon as possible.
4. I am to add that the correspondence would have been submitted on receipt of Mr Nicolle's letters; but it was considered advisable to await the arrival of the
Annual Account of the Colony for 1893.
